“Thousand Springs CC&R’s specifically require homeowners themselves (not other third parties or groups or companies) to apply for and obtain ACC (Architectural Control Committee) written Approval BEFORE commencing ANY work or improvements to add solar panels or do construction or landscaping on their homes. Complete information, forms and instructions can be found on the HOA website at: www.thousandspringshoa.com.  The HOA CC&R’s are available on the website.

“ACC Request for Review & Approval FORMS need to be completed and submitted as originals with the homeowner’s signature showing responsibility and compliance to follow all the CC&R’s. The ACC FORMS are listed and downloadable for printing through the Thousand Springs HOA website (above).

 

“Any homeowner applying for solar panel installation is required to read the Thousand Springs HOA Publication, “Energy Devices: Updated Guidelines”, in applying for approval to install solar panels. The “Energy Devices: Updated Guidelines,” publication is listed on the HOA website under the upper right hand menu bar under “Information.” The publication is also available by calling the Property Manager at 208-440-0660, or by emailing the ACC at: hoaconnection2015@gmail.com.  Completed paperwork can also be mailed via the U.S. Postal Service to the ACC for Review and Approval at the HOA mailing address: Thousand Springs HOA, P O Box 685, Meridian, ID 83680

The Architectural Control Committee (ACC) exists to help ensure consistent application of design criteria and requirements included in the Covenants, Conditions, and Restrictions (CC&R’s) and Architectural Specifications and Standards. All proposed exterior changes to homes and landscaping must be reviewed and approved by this committee prior to work commencing. Some examples include: changes to house color, installation of a new roof, addition of more living or garage space, patio covers, construction of fences, placement of storage shed, installation of solar panels or significant changes to the landscaping in your yard.

This committee also handles Covenant Violations and tries to resolve these violations with the homeowner. If a homeowner does not comply with the Covenants, corrective action up to and including legal action may be taken.

Your signature indicates you’ve reviewed all five lines, even if it does not apply to your project. Incomplete forms cannot be reviewed and may delay your project.

All ACC Request for Review and Approval Forms must be completed and signed by the homeowner with an original signature of the homeowner. Copied and/or electronic signatures will not be accepted.

Site plan: This is necessary if you’re completing construction / renovations; for example, a patio cover, or an enclosed sun room.

Drawing for Yard work: Show what kind of trees / plants will be planted and where in your yard. You may want to provide a color photo of the home / yard with an overlay or drawing of what changes you’ll make

Physical Color samples: The ACC cannot except via email.  We need to see the color; and, you may have to have a sample applied to the home if requested by ACC.

Roof Solar Panels: As posted on the Thousand Springs HOA website, follow the specific procedures listed on the published form, “Energy Devices: Updated Guidelines,” in applying for approval to install solar panels. The “Energy Devices: Updated Guidelines,” publication is also available by calling or emailing the ACC (see top of the ACC Form for contact information).

Important for Solar Panels: If applying for roof solar panels, the Homeowner is responsible for following the procedures listed in the published form, “Energy Devices: Updated Guidelines.” When submitting this ACC Request for Review Form, the Homeowner is agreeing to follow and adhere to the conditions in the Energy Devices publication. (This will include a review by the ACC whether a new roof and/or shingles will be necessary as part of any approval for solar panel installation.)

Materials for sheds must match your home siding and roof shingles - a sample is needed. On a separate sheet show where the outbuilding or shed will be placed in your yard and include its size dimensions. Site plans must show setback distances from the side and back of the property lines and must be in compliance with ACC standards and applicable City Code.

I request the information submitted here be reviewed by the Thousand Springs HOA ACC for approval of the work described here with any attached documentation. By my signature below, I acknowledge and attest I am the Homeowner of Record for the property named above, and I attest the information is true, correct and complete. 

I understand the CC&R’s for Thousand Springs HOA require prior approval for landscaping, building, renovation and additional work on the property. Further, I understand if any substantive information submitted for approval is found to have been withheld or misrepresented, the ACC may revoke, amend or set aside any prior approval made. In such case, the Homeowner may be liable for other costs and CC&R Violations pertaining to the fault and any work necessary to correct a deficiency.
