Other documents, such as the CC&R's, Articles and By-Laws, exist, and other policies, procedures or standards may exist that are not addressed in the Handbook. Where any conflict may exist between the information in the Handbook and other legal standards contained in By-Laws or CC&R's or applicable statute, then the other documents or statutory authority shall control."
The Homeowners Association
All property owners within Thousand Springs are members of the Homeowners Association. The Board meets once a month to manage the affairs of the Association. In addition to the Board, we all play an important role in Thousand Springs community, many through work on one of our committees, which include the Architecture Control (ACC), Social, Welcoming, Neighborhood Watch, Traffic, and other committees that may be established from time to time. All members of the Board and the committees serve as unpaid volunteers.
Architecture Control Committee (ACC)
The Architectural Control Committee exists to help ensure consistent application of design criteria and requirements included in the CC&Rs and architectural guidelines. All proposed exterior changes to homes and landscaping must be reviewed and approved by the committee. Some examples include changes in house colors, installation of a new roof, addition of more living space or garage space, placement of a storage shed or significant change to the landscaping in your yard. The committee along with the Board oversees the common area landscaping which includes plants around the entrance signs, perimeter berms, and trees in all common areas
COVENANTS, CONDITIONS AND RESTRICTIONS, (CC&Rs)
All properties and common areas within Thousand Springs are guided by a set of Covenants, Conditions, and Restrictions (CC&Rs). This legal document is provided to each homeowner during financial closing, and each homeowner is expected to abide by its conditions.
Covenant Enforcement & VIOLATIONS (CC&Rs)
All members of our neighborhood have acknowledged, and by acceptance of a deed to their homes, have agreed to abide by the CC&Rs. However, violations do occur and should be handled according to the following:
The Association shall have the power to incur expenses for the correction of a violation of this Declaration on a Lot if the Owner of said Lot has failed or refused to correct such a violation after written notice of the necessity thereof has been deliver by the Board to said Owner in accordance with the procedures set forth in the CCR's. The Board may levy a Limited Assessment against the Owner to reimburse the Association for the cost of such corrective action, together with any other cost or expense, including management fees and attorney fees, arising out of or incident to such corrective action or the collection of the Assessment therefore.
Monetary penalties and temporary suspension from Association membership rights and privileges including, without limitation, curtailment of water from the irrigation system.
Upon the occurrence of a violation of any provision of the declaration by the Owner, and the failure, neglect or refusal of such Owner to correct the violation within a minimum of ten (10) calendar days written notice given to such Owner from the Board, the Board shall be entitled to levy an assessment (or assessments) in an amount up to Fifty Dollars ($50.00) per day for each violation. The provisions of this subparagraph shall be in addition to the rights of the Association to levy a Limited Assessment against an Owner to reimburse the Association of cost incurred in bringing the owner and/or such Owner's Lot to compliance with the provisions of this Declaration pursuant to Section 6.8 in CCR's.
If the violation persists without cooperation, the member can be fined up to $50.00 per day. Once the fine reaches $300.00, the member can be turned over to collections.
Homeowners Dues
Under authority in the CC&Rs & by-laws, the Homeowners Association collects an assessment in the form of dues from each homeowner. These homeowner dues cover costs such as maintenance of common areas, signs, utilities, fences, planting, and other operating expenses. The annual budget and financial statements, which reflect the use of the dues, are prepared and shared with the homeowners at the Annual Homeowners Association meeting.
Dues are $353.00 per year as of 2025 and must be paid within 30 days of billing and billings are issued twice a year @ $176.50 Failure to pay any dues will result in the account being turned over to a collection service and/or a lien being place on the property. Any questions regarding payment should be addressed to the Board , and can be sent via email.
Complaints
Complaints about neighbors will be handled and addressed on an individual basis by the Board of Directors of the Association. Complaints should be made in writing to the Board of Directors for record keeping and documentation. The Board as always will keep all complaints confidential.
Many complaints fall under the jurisdiction of the local Police Department or the City, and not the Board. If you have a situation that you cannot resolve with your neighbor that involves Meridian City Code, please call the Meridian Police non-emergency number and file a complaint. These items include, barking dogs, noise complaints, parking violations, abandoned or junk vehicles, and any neighborhood crimes.

Loudness and Music
Please keep radios and music levels down if used outside. Keep in mind, the City Noise Ordinances and our Covenants do not permit loud noise and can result in citations and fines by the City.
Pet Etiquette
Homeowners are allowed to keep up to two dogs or two cats as pets (or one of each). Pets should be on a leash and under control at all times when outside the confines of fenced areas of your yard. Barking dogs are considered a violation of the City Noise Ordinances and can result in citations and fines by the city. Cats should not be allowed to roam free at any time. The owner is responsible for the immediate cleanup of all pet litter. No animals, livestock, birds, insect or poultry of any kind shall be raised, bred, or kept on any Lot, except that no more than two (2) domesticated dogs and/or cats or other small household pets which do not unreasonably bother or constitute a nuisance to others may be kept.
Property Maintenance
Homeowners are expected to maintain their home and yard in good fashion and appearance. Fences should be mended when damaged and yards should be kept trimmed. Weeds, trash, junk, and other nuisances should be removed when present. Unsightly conditions should never be permitted to occur on a resident’s property. Each homeowner is responsible for snow removal on all sidewalks that border their property, and should be removed as soon as possible to prevent ice buildup. The Homeowners Association (HOA) is responsible for snow removal only on all common area sidewalks.
Parking and Recreational Vehicles
Vehicles used for everyday transportation should be parked in the garage or driveway. For safety and visibility of drivers, avoid parking in the street, especially along curves or high traffic areas. Our neighborhood has many cul-de-sacs that are not meant to be a parking lot for vehicles. All vehicles in the subdivision must be registered, licensed, and in good working order. Please do not park in front of mailboxes or other resident’s driveways. City Code does not permit any parking on streets in excess of 72 hours. Parking violations may result in citations and fines by the City.
No equipment, motor homes, trailers, boats, campers, recreational vehicles, or other mobile equipment, trailers, implements or vehicles (excluding automobiles) of all kinds or nature shall be parked or stored on any Lot, unless such items are screened or enclosed from view. It is permissible to park these vehicles in your driveway for up to 72 hours for cleaning, loading and unloading, but extended storage of these items is prohibited. Trailers are not to be stored in driveways or in front of homes. No commercial vehicle, trucks with a capacity in excess of one (1) ton, shall be parked or stored upon any Lot or street, whether public or private within the subdivision. No inoperable vehicles shall be parked or stored in any public or private street, and all such vehicles shall be parked or concealed in the rear of the Lot, behind the rear line of any Dwelling Unit. No truck, truck camper, tent, garage, barn, shack or other outbuilding or vehicle shall at any time be used as a residence or living place on any part of subject property. No noxious, offensive or unsightly conditions shall be permitted upon any part of any Lot, nor shall anything be done thereon which may be or become an annoyance or a nuisance to the neighborhood.
Street Lights
Please keep the pole lights in front of your home working. Light is the number one deterrent to crime, and the few streetlights that we have are not enough. If you ever notice a broken or non-working street light near your home, please report it to Idaho Power. When calling Idaho Power, please provide them with the pole number and they will dispatch someone to repair the problem.

Meridian City Parks
These parks are meant for the enjoyment of all residents and can be very expensive to maintain. Please report vandalism or problems at the parks to the Board or to the Police. When using the parks, please be respectful of the residents that live nearby and limit loud music and activities. Alcohol and glass beverage containers are prohibited in the common areas. Park hours are between 6AM and 9PM.
Landscaping and Home Appearance
The level and quality of landscape and home maintenance in our neighborhood are important components of neighborhood appeal. Accordingly, all homeowners are expected to maintain their landscaping and home in a way that meets or exceeds the following standards that govern the landscaping of lots within Thousand Springs Subdivision:
Landscaping
The owner shall prepare a landscape plan and shall submit the same to the ACC at our email site: hoaconnection2015@gmail.com.
The ACC shall approve said landscape plan prior to the installation and/or construction of landscaping on a lot. Landscaping of a lot shall be in accordance with the approved plan. The initial landscaping shall include, as a minimum, sod in the front and side yards, sod or grass seeded in the rear yards, 1 minimum 8’high tree, five (5) five gallon shrubs, three (3) two gallon shrubs and ten (10) one gallon plants in the front yard. Each owner will have 90 days to install the landscaping.
Also, any plum tree in the landscape area between the sidewalk and curb (median strip) of each lot that requires replacement will be replaced with a minimum 3 inch caliper plum tree, or 3 inch Spring-snow Crab-apple, at the expense of the homeowner. These trees must be approved by the ACC before planting.
Fences
Fences in the subdivision are subject to both Meridian City Building codes and the Covenants of the subdivision. Residents are required to get approval from the Architecture Control Committee (ACC) at our email site: hoaconnection2015@gmail.com before constructing any improvement on their property. Fences are not to be constructed closer than 20 feet from the property line on any side of the lot that faces a street or sidewalk. All lots shall have an enclosed cedar, wrought iron or vinyl-fenced backyard. Chain link fences are not allowed. No fence or wall of any kind shall be constructed on a lot unless the plans and specifications therefore, including the location, design, material and color thereof, have been approved in writing by the ACC prior to the construction or installation. All fences and/or walls constructed on a lot shall be in compliance with the applicable ordinance of the City of Meridian, Idaho. This CC&R restriction can be found in Fences 8.6 (a-F) of your CC&Rs.
exterior materials and colors
All exterior materials and colors shall be selected and used which are approved by the ACC and which are compatible with other Buildings on the Lot and on neighboring Lots to the end that all such Buildings will present a unified and coordinated appearance. All exterior finishes and/or Colors shall be Earth-tone, including subtle blue and gray tones, as approved in writing by the ACC. Each house shall include some brick, stone stucco or other distinctive design features on the front exposure. No gravel roofs shall be permitted. Roofs shall be a minimum of 5/12 pitch with either cedar shakes or Celotex 25 year (or better) dimensional asphalt shingles, weathered wood, charcoal black or driftwood color, or such other dimensional asphalt shingles as is determined by ACC.
Storage Sheds
Backyard storage sheds must be approved, in advance, by the ACC at our email site: hoaconnection2015@gmail.com. They must be constructed of similar or compatible exterior materials with the Dwelling Unit so as to be aesthetically compatible therewith. These sheds are subject to Meridian City laws and ordinances regarding their use and location in relation to neighboring property lines.
Exterior Energy Devices
All energy production devices including, but not limited to, generators of any kind and solar energy devices, shall not be constructed or maintained on any Lot without the prior written approval of the ACC, except for heat pumps or similar appliances shown on the plans approved by the ACC.
Signs
No commercial billboard or advertising shall be displayed to the public view on or from any lot. Owners may advertise a dwelling lot or unit for rent or for sale by displaying a single, neat, reasonably sized “For Rent” or “For Sale” sign thereon only on owner’s property.
Irrigation
The Neighborhood Association owns the pressurized irrigation system and the main pump, which is serviced by the Nampa Meridian Irrigation District. The system includes everything up to the first valve that is present in your yard. Everything after this valve (your sprinkler system or hose bib) is your responsibility. The water is turned on around April 15th and continues until around the first week of October. Our entire irrigation system must be shut off for each and every repair. It is very important that each homeowner maintains their section well. To prevent problems, be very careful when digging in your yard and be sure to blow out the valve and feed line after the system is shut down. This will prevent ice from forming during the winter months and cracking the valve. It is very common for this step to be overlooked and may result in the system being turned on and off repeatedly in April as valves are replaced around the subdivision. Please be patient and expect a few problems when the system is first pressurized and leaks are repaired. Trash Removal
Trash removal day is Tuesday. Please place all your trash in closed containers at the curbside on the morning of pick up. Loose trash and open containers are not allowed. Trash containers should be removed by the end of the day and always stored out of sight, either in the garage or behind a fence. It is not permissible to leave trash, junk, or other debris in plain sight from the street.

- If your pickup day falls on or after the holiday, it will be delayed by 1 day.
- Holidays falling on the weekend will not delay collection.
Neighborhood Safety
The speed limit in all sections of our neighborhood is 25 mph. Violators should be reported promptly to the police with information such as the vehicle identification and license number. Please avoid parking on main streets in order to increase visibility for drivers and safety for children, joggers, cyclists and other pedestrians. Please do not park on sidewalks at any time, even partially. Vehicles parked on sidewalks represent a safety hazard for children and an inconvenience for walkers. Portable basketball hoops, bicycle or skateboard ramps, and other obstacles should never be placed in the street or on sidewalks as these can block pedestrian access and be a safety hazard for children and drivers.
To avoid injury or accidents, please do not walk in the streets -- use the sidewalks.
LIMITATION ON RENTAL PROPERTIES
We have a limitation on Rentals as a part of our CC&R’s. Should it become necessary to rent your home, please make sure you notify the Board. You must Petition the Board of the Association in writing at least 30 full days prior to the date the Property shall be initially placed or advertised as a Rental, seeking and obtaining the Association’s review and approval by the Board for the Property to be placed as a Rental; and, Receive written response from the Board.
Please be sure to make arrangements for landscape maintenance in keeping with neighborhood standards.
